Had this play in a scrimmage.  First and goal for A at B's 3 yard line.   A1 is running into the line and fumbles the ball at the 2 yard line and the ball bounces into the end zone. In a scramble to recover at the end line, B3 who has his feet out of bounds beyond the end line, recovers the ball that is still in the end zone.   I know that when ball is touched by a player who is out of bounds, it becomes dead.  Would this be a touch back or am I missing something?

The ball become dead behind the goal line in Team B's end zone.  A is responsibile for the ball being there.  Touchback.

Only exceptions to touchback would be :

(1) B had intentionally gone OOB & intentionally touch the ball = IP, loose ball ,A's ball @ 1 1/2 yard line. (9-6-2a)

(2) A muff by B of the grounded fumble was ruled a new force (exmp : ball bouncing away from goal line) and that force put ball in EZ = safety (2-13-1)

Not a running play, basic spot end of the run, A's ball on the 1 yard line?

Do you mean not a loose ball play? Fumble was beyond line so basic spot would be the 2

Yep, anything not a loose ball play is a running play.

Yes, it should have been a running play with the spot of the related run ending at the 2. After enforcement = 1 yard line.
