In the first quarter of the Gilmer v Navisota game, Navisota had a PAT kick blocked behind the LOS.  The ball never crossed the LOS and Gilmer recovered and was tackled.  R announced that the PAT was no good.  He next signaled PF FM against Gilmer to be enforced on the KO.

If the PF was prior to COP, we'd replay the down.  After DOP, unless it was a flagrant PF, the penalty should be declined.  How was this enforced on the KO?

Because they don't know the rule

I believe that it was a dead ball foul and that he forgot to give the Dead Ball signal or announce as much.
