Dead ball personal foul after the last play of Q2

If there's a dead-ball PF or UCS after the last play of Q2 (the clock expired before the ball was dead), does the 15 yard penalty carry over to the ensuing kick-off?

The Rule Book doesn't seem to address this, since Rule 10-1-7 only talks about Q4 and ET possession series. So I suppose we should assume they do carry over. Bill LeMonnier says as much here, but doesn't reference to a specific rule.

Does anyone have a rule reference for it?

10-2-2a tells us DB fouls are enforced from the succeeding spot. The definitions tells what/where the succeeding spot is.

If you had a dead-ball foul after time expired in the first (or third), period, what would you do?

No difference from the second (or 4th periods).  Penalize the foul at the succeeding spot before the next play in the next period, if there is another period.  That play will be the kickoff, if the next period is the 3rd period.  If the next period is an extra period, the penalty is enforced at the 25 yard line on which the period will begin.

10-1-5 and 10-2-2-a (as Skybolt referenced).

Although I understand the comments waving this off as "just the same as after Q1/Q3", I don't like to make such assumptions without any rule or A.R. backing this.
