On a PAT the team goes for 2.

A) It is a run up the middle the D-end B88 comes off the corner and hits A68 in the back above the waist.

B) It is a to the outside the D-end B88 comes off the corner and hits A68 in the back above the waist.

Would anyone call a BIB on B? Did anyone ever see a case play for BIB on B or a play close to this one?

My understanding is if both players started on the line in the free blocking zone and contact occurred there while the ball was in the zone, then there is no foul.  If any of those items did not occur, then I think you do have a foul.

Would anyone envoke this part?

A player shall not clip or block an opponent in the back except:
a. In the free-blocking zone when the contact meets the requirements of 2-17.
b. Using hands and arms to contact an opponent above the waist in warding
off a blocker, or when attempting to reach a runner, or catch or recover a
loose ball which he may legally touch or possess.

Only A linemen can BIB in the Free Blocking zone.

But, the defense can BIB in the back if they are going for the runner or a loose ball as long as it isn't a personal foul, pass interference, or illegal use of hands.

Rule of thumb I use is that if the defense BIBs near the runner, he is probably going for the runner, so no foul.  If he does this and he is no where near the runner, then you have a personal foul for unnecessary roughness.  So, I would never have a BIB on the defense.
