Enforcement Spot

 Team A is punting out of their end zone. The snap is bad and rolling on the ground.  While the ball is on the ground, the punter kicks the ball out of the back of the end zone .   The punter is flag for an illegal kick.   By rule the result of the play is a safety, also by rule a safety because  A committed a foul in the end zone. How is the penalty enforced?

There is no carry over for fouls against the scoring team on a safety.  Whether B accepts or declines the penalty, the result is the same.  Safety for B.  A's free kick at the 20.
