Friend needs a letter of reccomendation

He has one so far, but having trouble getting the second. any advice? I also told him to join this site.

to enter the college level officiating candidate class. He has one I believe, but has not received a second from any of his other requests. I know he is a well liked guy, so I don't know what the issue could be.

Maybe he should reach out to the ones he requested one from again and ask why they don't want to write one.  If they don't want to write one, they should tell him why.  And, he should expect very honest feedback.
