NFL Signal?

What signal is this?
Ive seen a signal several times and have no idea it's meaning.
It's basically a 2-hand swipe down the chest. - like a guy a wiping crumbs off his shirt.

I think it has to do with a player reporting eligible and the announcement of his number.

Our assoc uses that same signal as a request for a number on a foul to provide it to a coach.

I saw PAC12 U and R do it during a punt and pointing at players. Assumed it meant numbering exception.
