We can agree on 3-4-7 but the rule here is 100% clear (a rarity for NFHS) in that the penalty enforcement can be declined and that penalty enforcement in this case is 5 yards. If you decline the yardage, you in fact are declining the penalty. That was the original rational for adding 3-4-7 to begin with.
If you approach it that way, would you consider using 3-4-6 and start it on the snap? Otherwise, Team K would run another 24 seconds off the game clock before the snap and get an advantage because of having fouled. R trails and time is critical for them.
