KU vs K-State brawl

Was there no provision in the NCAA rules that would have aided the officials in not making the teams come back out for 1/10 of a second and technical foul shot in a 22 point game?

Like a 10 second run-off for Technical Fouls resulting in bench clearing brawls when playing an in state rivalry game?
