Thanks for posting this link for all of us.  Just a quick question for clarification.  Under the POEs slides, one of them (regarding Illegal Blocking Below the Waist) seems to be conflicting in the language.  It says it is Illegal Blocking Below the Waist - when lead blockers who were not on the line of scrimmage at the snap are "cut" by defenders on sweeps or on roll-out passes, it is a violation of the BBW rule if it occurs by a player who was not originally on the LOS and outside of the free-blocking zone.

Has this been ignored that much in the past when the basic parameters of who is allowed to block below the waist IN the free blocking zone have already not been met?  Even if the defender was on the LOS and in the FBZ at the snap, the lead blocker was not, and therefore is an illegal block by definition, no?
