Enforcement spot

#21 on a dive play goes for a 65 yard touchdown.  #50 for "A" and #75 for "B" are rolling on the ground behind the LOS.   When #21 is 20 yards downfield, #50 commits a personnel foul while getting off of #75.  Enforced from previous spot or spot of the foul?

Previous spot. By strict 3-and-1, it would be spot of the foul since it was a foul by the team in possession and behind the basic spot (end of the run). However, there’s an exception for personal fouls that says enforcement for PFs behind the neutral zone is at the previous spot.
