6310 - thanks.  For number 11, is there a conflict between these two provisions (emphasis added):

c. If officials do not detect the excessive number of players until during the
down or after the down is over, the infraction is treated as a live-ball foul.
PENALTY—Live-ball foul. Five yards at the PREVIOUS SPOT. [S22]

Fouls by Kicking Team
ARTICLE 13. Penalties for all fouls by the kicking team other than kickcatch
interference (Rule 6-4) during a scrimmage kick play (except field-goal
attempts) may be enforced at the previous spot with the down repeated OR at the
spot where the subsequent dead ball belongs to Team B.

Test question:

11. Fourth-and-Nine on A6. With 0:04 remaining in the game the score is tied 20-20. Kicker A21 gets off a bad punt and B31 signals for a fair catch at the A41 and catches the ball at the A39 as time ran out (0:00). Team A had twelve players on the field at the snap.

Wouldn't we would enforce this run from the end of A22's run, the goal line, thus a safety?

Our study group agrees on #1 with you AZsteam.
We came up with A 3/11 @ A1

Also on #13- disagree with 4/2 @ B32, because the penalty for throwing backward pass out of bounds intentionally should include a loss of down.  Agree with the ZAP 10 so the enforcement may not be paramount, but if Team A has a timeout, they may decide to take it in order to save the 10 seconds, but B should end up with the ball after enforcement.

I was just about to post a plea for help on question #1 of the WAC test when I noticed the above near the top of a post, although I couldn't find any discussion regarding it. 

I just could not see a safety here.  My reasoning is that the foul occurred during a running play that ended behind the NZ, so the basic spot is the previous spot.  The foul occurred out in front of that, so enforce from the basic spot.  A  3/11  A-1, Ready, if accepted.  However, I would think Team B would decline the penalty and we would have A  4/9  A-3, Ready.

Am I and your study group on roughly the same page here?  Thanks.

Can Replay Create an Inadvertent Whistle???

We had an interesting discussion on #82 of the WAC test. The question reads:

Fourth-and-Goal on B2. On the last play of the game, Team A trails 18-14. Back A22 takes a handoff from QBA11 at the B3 and dives up over the linemen at the line of scrimmage, rolling on them and landing in the end zone. The Line Judge signals touchdown and blows his whistle when A22 crosses the goal line. The Replay Assistant initiates a review of the play. After reviewing the play, A22 had fumbled the ball at the B 1⁄2, before he crossed the goal line and A63 had recovered the ball in the end zone.

Now, Team A will obviously not score, but by virtue of the review it would be determined that the LJ blew his whistle while the ball was still live. So the question is, can Replay call this an IW? I am leaning towards no, but there isn't anything in the book that speaks to this situation. ...and obviously that determination is important because A could elect to replay the down.

This will fall under the rule that covers the clear recovery of a loose ball in the immediate action following the dead ball ruling.  Since A63 recovered the ball, 4th down fumble rules would then apply.
