BBW play situation

A 2/8 @ A-46 left hash. RB A22 is stationary at the snap and behind the right tackle. QB A11 rolls right and seeing no receiver runs up the sideline to the B-42 where he steps out of bounds. A22 was outside the numbers on the right leading the QB as he rolled out and just as the QB reached the NZ, A22 blocked B89 low, 10-2, back towards the original position of the ball at the snap.

Legal. Once the ball is clearly beyond the neutral zone, players may bloc low back to toward the original position of the ball.

QB is not beyond the NZ per the OP so this block is illegal.  Rule states that "Players not covered in paragraph 1 (above) may not block below the waist toward the original position of the ball at the snap until the ball carrier is clearly beyond the neutral zone."   ^flag

Stationary back partially inside the tackle box and partially inside the second man from the snapper

Paragraph 1 is only applicable while the ball is in the box.  In this play A22 is not a "player covered under paragraph 1" since the ball is outside at the time of the block.

Irrelevant, for this specific block.  Both A22 and the ball were outside the tackle box when the block was made, AND the ball carrier was not clearly beyond the NZ, restricting A22 to blocking 10/2 and "N-S," or toward the sideline. 
Judgment as whether the ball carrier was clearly beyond the NZ or not, but if the description, "...just as the QB (ball carrier) reached the NZ..." is correct, I would say it is in question, and, when in question, it is a foul.

It's easy to get confused with the lawyerly language. I think they need to clean up and simplify the language and make it clear that no one can block low back towards the original position of the ball at the snap if they are outside the tackle box. (Unless the ball is clearly beyond the NZ). Get rid of all this referring back to previous paragraphs etc.
