The passer doesn't step back to throw from where he receives the snap.
The receiver does step back, but then leans forward a bit to catch the pass.
I can't imagine how we can determine anything from this video;: based on it's angle and quality.
It's nothing except a judgment call.

However, there is no wing near that receiver. Was this a 4-man crew and that particular wing went downfield to cover a punt? Or was this a 3-man crew?
The official that stands with the R when the B coach is earning a USC is neither the U or the official that was deep (who signalled the wind and then the stop the clock). So perhaps this official is the HL when the LJ went downfield?
OR:
The wing official isn't obvious due to the speed at which the camera pans to pick up the catch near the SL.
