WOW! What do you do if, in pregame, you see that the majority of a team violates this rule?

Saw same issues in Tx A&M game and Clemson games. I guess it is not a point of emphasis at college level anymore.
Also, looks like a lot of players were not wearing pads or girdle around the waist in Tx A&M game either. But maybe they are razor-thin now and don't show through pants.
