Anyone see UCF - Marshall last night?  i missed it but sounds like there was a "situation"

Saw this in a news report:
Marshall got within 14-7 on a 12-yard pass from Anderson to Dobson with 6:12 on the clock. The acrobatic catch by Dobson was under review for 12 minutes before the touchdown ruling was confirmed.

Dobson’s foot knocked over the pylon which is a violation, but the play was allowed because he was hit by UCF defensive back Justin Boddie with the ball while in the air.

And in another one:

The play was reviewed because as Dobson went up for the pass, his right foot hit the pylon which would normally make him out of bounds. However, it was determined that he was forced out by contact and was able to get his foot back in, resulting in a ruling of a touchdown.

I guess if they judge he was forced out but came back and landed 1 foot in bounds it would be like if he was running close to the sideline, forced out and then he came back in immediately to get the pass.

12 minutes is ABSURD!  We once had a review go 4 minutes and I though Bobby Gaston (head of SEC officials at the time) was going to go apoplectic.

If there isn't enough evidence that can be seen or deduced in a minute or two, then there isn't enough evidence to overturn the call on the field.  Move on.

(On the 4 minute review in our game, the decision to reverse the call took only a minute.  But the box and chains had already been moved, and it took three minutes to review where to replace them).

If this is what happened it should have been incomplete.  It says he hit the pylon as a result of being hit by the defender and he was "with the ball".  But we all know how those news reports are.

Hopefully we can get a video of it.

Remember there was a recent editorial change that made it more lenient to apply the exception for OB receiver losing eligibility.  "Blocked (forced) out of bounds" was replaced with "due to contact".

Let's hope the pylon was in its correct location.

If they looked at it for 12 minutes (assuming no equip problems), they must have seen whether he had the ball while touching the pylon.

The receiver did not have the ball when he hit the pylon. The question is was he forced OOB (into the pylon) or not. I did not think he was forced OOB. This is a reviewable play and a foul can be called by the replay official. Very good play for pregame topic.

If the ruling on the field was that the WR stepped out, no matter how, then IR cannot involve itself with how the WR got out of bounds.  I did not see the play in questions, but if FJ/SL ruled OB, IR cannot determine whether he was forced out or if it was voluntary.

I don't get much work with instant replay, but can the IR official call a foul?  I'm unclear on this.  I can't find a reference in Rule 12 to support calling a foul and as pgh stated, I don't believe IR can determine whether a player was OOB or not unless he has the ball in his possession.  Perhaps some IR guys can clarify.  Thanks.

Only certain fouls:

12 men participating (or in Tennessee's case, 13)
Forward pass (or handing) when the ball carrier is or was beyond the NZ
Forward pass (or handing) after a COP

In addition, he can negate the above fouls, as well as any foul that changes because a pass or kick was reviewed as being touched

The receiver contacts his the pylon with his foot as he leaps up to catch the pass.

The review is initiated 30s or so after the touchdown is awarded.

Total time from Touchdown to R reporting "after review, the ruling on the field is confirmed": 4:47.

I don't think whether the receiver stepped out of bounds or not is a reviewable play.

Yes, but I read that to determine whether or not he was inbounds when he made the catch.  He was.  There seems to be no provision for determining if he lost eligibility by going out of bounds prior to that.
