So this team uses this play to draw off the Defense, If the defense does not jump then they run a wedge play. What's your call

Ralph, do you have language like, "...simulating the start of the play...", or something like that? If so, what do they call that, if it doesn't simulate the start of a play?

False start. Simulating action at the snap. The main selling point is all the backfield players charging forward. They can shift to a forward position, but must do so in a way that doesn't simulate action at the snap. This shift does.

On the field, I’d probably announce this as a snap infraction. And I can’t believe that officials are letting them get away with that.

I will only add the NFHS wants this ruled a False Start regardless of whether or not the defense is drawn into the neutral zone.

I've called this type of action a False Start twice this year. The first was third and short near the goal line. The most recent on the first offensive play for one team (started inside their own 10) during a semi-final game last week. Both times coaches lost it saying it was just a shift but also admitted they were trying to get the defense to jump. And of course they didn't bring it up when asked if they had any unusual plays in the pregame.
