NFHS Illegal Shift/Motion?

Team A breaks the huddle and all 11 are set for 1 second. The QB then starts cadens and the left 2 wide outs both go in motion. Realizing the mistake, the one wide out(slot receiver) resets(stops in slot position) while the other continues motion to right. The QB lets 2 seconds go by before taking the snap. Illegal or not?

ILLEGAL, NFHS 7-2-6 requires, "After a huddle or shift all 11 players of A shall come to an absolute[/i] stop and shall remain stationary simultaneously ......for 1 second before the snap.  THEREAFTER 7-2-7advises "Only one player may be in motion at the snap.

In essence, NOBODY (on A) can go in motion before EVERYBODY stops, for 1 second SIMULTANEOUSLY.

What you've described is a shift, and both players must stop for one second before the snap.  One of them may then go in motion & remain in motion.
