Illegal Equipment - Jersey Colors

Let's say the visiting team shows up with only their dark blue home jerseys.  The R asks the home team if they can switch to the away jerseys to avoid confusion.  The home team can't for whatever reason.

1-5-1-b-2 says V is responsible for wearing white jerseys that are different from the home team, but there is no penalty in that section.  1-5-3 is where V could be penalized for illegal equipment, but that rule has the following verbiage: "...which in the opinion of the umpire is dangerous, confusing or inappropriate."

So if the home team wears red jerseys, there is no confusion, and there shouldn't be a foul.  Right?

In FED, no penalty.  Play the game, report the issue to the state and let them deal with it.

In NCAA, USC foul in each half unless pre-approved by the conference (the USC-UCLA rule).

Here's our instruction on this:

"If a visiting team shows up in illegal jerseys due to being a non-white color, they should be asked to change them.  If this is not possible, then the home team will need to change and the visiting team will receive a penalty.  The penalty is an unsportsmanlike conduct foul against the Head Coach since his team is not legally equipped.  At the conclusion of the game, the officials will also report this uniform violation to the AHSAA.  Failure to properly administer this penalty and report will subject the officials to disciplinary action from the AHSAA."

Note the last sentence.  Guess they're serious.

So according to 9-8-1-h it is a penalty against the visiting team, so why isn't a penalty for every play?

BECAUSE, penalizing a team for the same infraction on every play would be STUPID.

Once upon a time there was a case play where the entire team was discovered to be wearing illegal cleats. The answer was that only  one USC would be charged and players would need to find legal cleats to play. One flag would be enough and the local shoe store may become busy :).

If that's true - and I have no reason to doubt you - then why did the officials at the Vandy/Temple game try to take away a timeout per quarter because of the illegal slogan on Vandy's jerseys? Seems like it would be the same foul - USC.

Different foul.  Not wearing white jerseys is a violation of 1-4-5-a-3:

If on the kickoff at the start of each half, the visiting team wears a
colored jersey in violation of the conditions specified in paragraph 2
(above), it is a foul for unsportsmanlike conduct.
PENALTY: Administer as a dead-ball foul. 15 yards at the succeeding spot
following the kickoff. If the kickoff is returned for a touchdown, the penalty
is assessed either on the try or on the succeeding kickoff, at the option of the
home team. [S27]


The Vandy violation was for "Illegal Equipment", 1-4-5-b:

Other than the player’s number, the jersey may only contain:
Player’s name; school name; NCAA Football logo; sleeve stripes; insignia
for school, conference, mascot, postseason-game, memorial, or the military;
or an American or state flag.


That penalty is a time out each quarter.  If no time outs are available, it's a 5 yard DOG penalty.
