"The State" and Freedom of Press

When the state holds an event like the inauguration of the governor,all TV stations can cover the event, broadcast live, etc, right?
When the state sponsors a commemoration of some historic event like Texas Independence Day, all TV stations can cover the event, broadcast ilev etc, right?
So if "the state" were to hold a football game, like...oh I don't know..maybe a state championship game?  Shouldn't all TV stations be allowed to cover the event, broadcast live, etc? ?

Maybe because it's not an "EVENT"....it's a "Contest".
