as a crew we were talking about this very scenario the other day and the consensus was if he turns up field just prior to the snap we'll flag it as illegal motion live ball foul.  If the runner in motion turns up field and is in the neutral zone at the snap we have to kill this as encroachment on the offense. ; If the motion is not completely parallel then we'd be inclined to let that go maybe it's a talking to..

Live ball foul simultaneous with the snap, illegal motion?

or do you kill it, false start? Obviously, if he takes off hard forward it's clearly a false start. I'm referring to more of a rounding off of the turn....

What if he doesn't turn upfield but his motion isn't perfectly parallel to the LOS, how much leeway of crookedness do you give (1/2 yard, full yard, none)?

I agree with Ralph.  Both situations, the team in possession fouled behind the basic spot.  These are spot fouls.  Basic spot is the 3 for momentum and the end of the run if he brings it out.  Safety for both.  If the foul happens beyond the 3, then you're going from the 3.

Sadly, very few specifics are now prohibited. High fives with fans, jumping into the stands, planned group actions by players from the previous down (without props), even diving over the goal line (without some sort of taunting action), would all seem to, now, be allowed.
So, yeah, spiking the ball (not toward an opponent), spinning the ball, dunking the ball over the crossbar, etc., etc., would now seem to be allowed, as long as there is no taunting action, or something that takes an extraordinary amount of time, i.e., delays game officials in spotting the ball and getting both teams in place for the next down.

It would be nice if they would issue a bulletin - if not put directly into the rules - such a listing of known actions that are not fouls. Dream on…

This is similar to Case Play 10.3.1 A.

In 1, the foul occurs during a loose ball play, therefore the enforcement spot is the previous spot.

In 2, the foul occurs during a running play, therefore the enforcement spot is the end of the run.

The location of B's foul is never a factor, just the timing during the play.
