1st & 10 at A20. A throws a passing play A88 commits OPI at the A30, But B1 intercepts and runs back for a B, TD. Decline, or enforce from Try or Kick off option for b?

Yep. For the penalty to carry over after the score, A's foul must occur after the COP. Since the OPI occurred before the COP, the penalty must be declined to keep the score.
