Philosophy question

Does the NFL have the same philosophy as the NCAA regarding the toe/heel catches on a boundary line?  This where the receiver makes the catch (let's say in the EZ to make it easier) on his toes, but then subsequently his heels come down on the line.  TD or not??

If I remember correctly, the NCAA (with it's NFL commissioners/connections) got this philosophy from the NFL.
