Foul on A, B scoops and scores. Enforcement options?

I'm 99% sure I'm right on this, but had an Old TimerTM start to wear me down last night and make me think I was taking crazy pills.

A only has six players on the line of scrimmage at the snap.  ^flag

During the play, A34 takes the handoff, fumbles, B56 recovers the fumble and returns the ball for a touchdown.

Old Timer was saying that the illegal procedure penalty could be enforced on the try or kickoff since it was a scoring play. I tried (unsuccessfully) to convince him that in order for B to keep the ball, they have to decline all fouls by A prior to the change of possession (since it was a foul at the snap).

I'm not crazy, right? Fortunately, this was being discussed over post game beverages and not an actual play during the game.

Because the foul occured before the change of possession, B must decline to keep the score. For COP TD plays, fouls by the nonscoring team must occur after the last COP in order to be carried over to try/KO. Don't have a rule book in front me but it's in rule 8.

8-2-3 says it must occur after the COP.

The rationale of "carry-over" fouls on a scoring play was to prevent the about to be scored upon team from doing a cheap shot knowing that the penalty will be declined to keep the score. It is assumed that the fouling player wouldn't have such knowledge, PRIOR TO CHANGE OF POSSESSION,  in predicting the future. If he does have such talent, he should be in Las Vegas with his dad's credit card :) !
