Thankfully, that is essentially the message being sent, to avoid endless dispute.  However, as we should all understand, and accept, there is a heavy responsibility, with appropriate consequences, associated with invoking this rule, that it is ONLY used judiciously.

not only are the players in the wrong positions, but aren't the officials also in the wrong places for a free kick...

Of course, there's a somewhat likely possibility that even a reasonably attentive referee, or member of his crew, would recognize the abnormality of what was unfolding, and simply STOP play, to verify what was going on, get EVERYONE on the right page and "play on".
