A24 breaks through the LOS and as LB B55 come up to make the tackle, A24 lowers his head and drives through B55. Helmet to helmet contact between A24 and B55. leagel?
A24 sweeping right lowers his head and drives into B33 chest. leagel?

Is A24 lowering his head in an attempt to deliver a blow on B55 or B33?
If yes, it's a foul on A24. The runner can be guilty of spearing or targeting.
