Title: Foul by A on unsuccessful try

A throws incomplete on try. During the play, PF by A. Penalty was assessed on kick. Is that correct?

No. If it had been dead ball personal foul then yes. B has to decline this penalty to keep a from replaying.

It was not a scoring play so the special enforcement doesn't apply.
