Muffed punt and roughing the kicker

4th and 15 from A35. A40 punts and gets obliterated by B24, for which a flag is thrown. Meanwhile, B80 muffs the kick and A15 recovers at the B30. Is team A taking the recovery and the 15 yards here, or is the penalty declined?

In NCAA style rule sets the penalty will be declined (unless period extension is a factor). The penalty is enforced from the previous spot and there is no provision to enforce such fouls from the spot where the ball belongs to team A at the end of the down. B24 might of course be ejected, depending on the severity of the contact.

Roughing the kicker is a (loose ball) live ball foul, with a penalty of 15 yards, from the previous spot, plus awarding of an automatic 1st down, from the succeeding spot.  A would have the standard option to accept the penalty, resulting in a 1st & 10 for A at midfield, or declining the penalty accepting the result of the play which would give them a 1st and 10 (due to the recovery) at the B 30 yard line.

A's choice is either/or, not both.

In NFHS, the only roughing foul that has potential for end of run enforcement is roughing the passer.

Brendan,

Kicks are the most difficult penalty enforcement. For fouls be Team B it can be previous spot, PSK, or 3 & 1. Hopefully this helps simplify the enforcement for you for Team B fouls during punt plays:

If Team B fouls while trying to block the kick = previous spot

If Team B fouls during the kick or, by philosophy, setting up the return = PSK (if other requirements are met)

If Team B fouls during the return = 3 & 1
