He wants officials to blow the whistle earlier.
Full disclosure, I remember this guy as a wrestling official back when I was in high school 34 years ago. He seemed to do good job as best I can remember. I had not heard anything about him in years and was surprised to hear he was still around.

I'm pretty sure all rule codes already have the forward progress rule that states the ball becomes dead.

These are the same kinda hypocrites that would then scream bloody murder if their team loses a fumble by virtue of a “quicker whistle.”
Best just to pay no attention to these people.
