Current BB Philosophy - Carries

In HS girls and boys I'm seeing hands blatantly/ clearly under the ball, cupping it, well in the southern hemisphere, while dribbling.
I'm even seeing a dribble, carrying the ball, trapping it against the hip/belly, and continuing to dribble. - no call
Not just in my area...all over....

**Is it me or is the BB philosophy lately to let carries slide in HS?
