I don't have a HC here.  Knees didn't buckle, plus he fell forward.

What changed 3 years ago with that explanation? The only thing I know is by philosophy some will say to flag it if the knees buckle but he doesn't get tackled. But if he's tackled like this it should be a horse collar. I would grade this as an incorrect no call.

Defender grabed the jersey and pulled to slow the WR down.  With that not working, DB went to the ground and jerked the WR down.  If you look at the two actions independently, then you can conclude the second action caused an immediate buckling of the legs making this a textbook HCT.  I would go with Sumstine's ruling any day.

HC  ^flag all the way...this kid (#27) needs some coaching on the rules. He also should have also been called been called for targeting in this game.
