Basketball In-bounds ?

Is it different in the NCAA to step on the line while in-bounding the ball?  I have always that that the line was out, and if your out of bounds and you step on the line, you are still out of bounds.

I thought, it was a violation only if you stepped over the line.

The official with the Georgetown/FGCU call a violation for stepping on the line.

Please explain - because I may have been wrong all these years.

The official on that play got the call incorrect. Perfectly legal to be on the line...illegal to have any portion of the foot inbounds. This is true regardless of level (NFHS, NCAA, NBA).
