From CFO TEST, Step OOBs on a free kick

On a free kick from the A-35, A44 recovers the ball at the 50-yard line hash mark. An official drops his flag during the play because A44 had stepped on the sideline before recovering the ball.

a. Illegal touching by A44.

b. The result of the play is that Team A is in legal possession of the ball.

c. In accepting the penalty, Team B may have the ball re-kicked at the A-30 or have possession after the penalty is tacked on at the dead-ball spot.

d. None of the above

The correct answer was B

Where can i find something to support this, we are having a big debate.  Thoughts are when A steps OOBs on his own on a scrimmage play or scrimmage kick we have a flag for something.

You do have a flag for the Team A player going out of bounds. But look at 6-1-3 and ask yourself if there is anything that makes the recovery itself illegal. That will rule out A and confirm B. And if Team A is in legal possession, then 6-1-8 will show that C is incorrect.

Sometimes it can help to see that saying, "the result of the play," is the same as saying.... the result of the play without any fouls..... or the result of the play if the penalty is declined.

Or:  The pure result of the play, before completion of any penalties or imposition of any illegal touching privileges, is...

Maybe saying the same thing with different words.

As long as A complies with 6-1-3a at some point during the down, then they are in legal possession.  This is the result of the play.  Then, you have illegal touching violations and fouls that can both be accepted or declined which THEN changes who has the ball.

This comes into play when you have tack-on fouls.  Eg:

Team A is offside on the kick.
(a) Team A dives on the ball at the A44.
(b) Team A dives on the ball at the A46.

Ruling:
(a) Team B in legal possession of the ball.  Tack on OFK.  B 1/10 @ A39.
(b) Teeam A in legal possession of the ball.  Enforce OFK and rekick from A30.

Eg 2:
Team A offside on the kick.  Team A illegally touches the kick at the A40.
(a) Team A dives on the ball at the A44.
(b) Team A dives on the ball at the A46.

Ruling:
(a) Team B in legal possession.  Accepts OFK which cancels illegal touching violation.  B 1/10 @ A39.
(b) Team A in legal possession.  Declines OFK, then accepts illegal touching violation.  B 1/10 @ A40.
