I can see 11(a) happening soon, and then coaches can use the "who is kicking the ball?" trick again -- excepting the 5 yard deep rule, of course. I can see #17 and #18 happening as well, I don't know how quickly though.

However, #17 gets a lot of play on test questions and discussions, but how many times has "offsetting" DB PFs occured inside the 15* where you'd have to make a decision on which to enforce first? This doesn't count cases where it's obvious which foul occurs first (i.e., a late hit followed by a retaliation punch), but just two players wrestling after the whistle and they both take it too far.

*Between the 30 and the 15, you can be "lazy" and enforce away from the goal first, and everything cancels -- starting inside the 15, one of the enforcements must be half the distance. Not saying that's right, but you can do it.

If we do state DBPFs offset, will there be a provision for odd numbers of penalties? If A gets 2 and B gets 1, do we still enforce one on A or does everything offset?

In either case, if the penalties do cancel out, can we at least eliminate the Umpire Shuffle where he gets to mark off 15 yards, then mark off 15 yards back to where he started? Do we want to make sure he earns those  ?

Thanks, guys, for your input. #1 = officials have authority to flag until they have left the field. #5 = blocks now legal in FBZ would be illegal everywhere. #15 = a 5 yd FM wouldn't qualify as RTP . #17 = dueling DB PF/USC fouls would cancel on a foul per foul basis..IE... 2 DB fouls on A & 1 DB foul on B = 15 yard penalty on A.

--I like the 40 sec clock better than the 25.  However, I don't think we could administrate this effectively at the HS level.  Too many scenarios where there are 40/25 and many many opportunities for officials to screw it up.  25 is simple and perfect for high school ball and below.  HOWEVER, it could speed up the game.  Once the ball is set, we can wind the clock and not have to worry about "hurrying" the offensive team and getting a possible DOG.

--Violates all but one... if they are ok with doing away with that, then I'm in favor.  However, I can see them screwing it up.  I can see NFHS making them all fouls by the offense being from the previous spot, which would not be good.  If they do the HIPI fouls (holding, illegal blocks, personal fouls, illegal use of hands) only, then we are ok.  They would then have to classify all rule 9 fouls as personal fouls to eliminate confusion (eg:  chop block).

I would be happy with the offsetting dead ball fouls and getting back the auto 1st on DPI.  I think 18 would be a positive change as well.

I'm surprised there hasn't been a suggestion to make all personal fouls auto 1st like NCAA - there is no shortage of coaches who think that is already the case.

I used your proposal, Bossman, as my submission for the proposed rule change with the following alteration : ".....and before the referee's announcement...." was replaced with : "...and before the ready for play...". Your verbage reflected the NCAA's ,which is to prevent someone getting a late "free-be" as under their code ALL would cancel regardless of number on each team. Thanks for the help on this.

VALJ - Good point on adding art. 3. I didn't feel it was necessary, as you currently have offsetting live ball fouls that would result in ejections, but would certainly be willing to amend my proposal if other committee members felt it would improve it's chance of passing.

No. 15 was addressed by NFHS:INTERPRETATION 2 (Rule 9-4-4): The incidental grasping of the face mask, any edge of the helmet opening, chin strap, or a tooth and mouth protector attached to the face mask (5-yard penalty) will be excluded from the list of fouls in Rule 9-4-3 now considered as Roughing the Passer in Rule 9-4-4. The grasping and twisting, turning or pulling the face mask, any edge of the helmet opening, chin strap, or a tooth and mouth protector attached to the face mask (15-yard penalty) will remain as a part of Rule 9-4-4 and enforced as Roughing the Passer, 15-yard penalty plus an automatic first down.

 (4) USC on unknown player charged to HC. - Actually I am against this. I find that penalizing the players sends a stronger message. Players know when they screwed up.

FYI - Seems many / most of us would like the auto. 1st down put back in on DPI. That change is not on this year's lineup. It was last year and failed to come out of committee as several noted the response on the questionnaire was that it was a positive change (of course the change was wrapped around taking LOD out of OPI, also). IMHO, it will probably remain dormant until it "hurts someone" - is the deciding factor in a championship game or such.

Would be interesting to know which segment of the respondents felt the change was "positive." My guess is coaches, not officials.
