Delay of game vs UNS

When is it appropriate to assess DOG instead of UNS for player behavior? I was at an NAIA game (which I’m pretty sure uses NCAA rules) and on a kickoff, the returned busted off a nice little return. After he was tackled, he spun the ball like a top and the flag came out. They let him off easy with a DOG penalty instead of UNS. When is this appropriate?

UNS if you're going to throw that.  DOG is if you throw the ball so the official has to chase it, which is a rare foul anyway.
