I see contact, which causes the Team B player to retreat a yard towards his own end line. The contact is from "9 o'clock". PF/BBW is my opinion.

That's so bad an attempt at a BBW that I don't have anything. Definitely not a player safety issue.

"Block" probably outside of 10-2 but this minimal contact is not a player safety issue IMO.  I'd give a verbal warning but no flag.

That "block" that the defender sees coming and wards off with his hands barely breaking stride? Yeah - I think it's best we leave that one alone.

I agree there's no safety issue.

But the defender clearly loses a yard due to an illegal block. Doesn't that account for something?

Although the 15 yards would probably be too harsh a punishment...
