Offset Fouls with sliding QB

CFO Targeting video #7, play 1.  (BYU v UMass)

Could I get a rules reference why we offset a live ball offensive foul with a late hit (targeting or not) on a sliding QB.  It is not registering why this would not be enforce the liveball foul then deadball foul.

I wonder if it was misreported to the R that it was a late hit or he just messed up the announcement?  The hit in question was just a  split-second after the slide so I think it's best to treat this as live ball fouls in my humble opinion.

If it's a live ball foul, how is it late? If it's a late hit, how is it a live ball foul? It has to be one or the other. It can't be both during the play and after the play.

We have a foul by the offense, we also have a foul for hitting a sliding QB on the defense.  My question is, if the QB sliding causes the play to become dead, and we have a late hit on the QB, how do these fouls offset?

This is in reference to the CFO video I stated.

They shouldn't offset. I haven't seen the video yet, but it sounds like a mistake. My response was to bctgp who agreed with making it a live ball foul and offesetting them.

Doesn't the ball stay live while the sliding player is sliding until something than a hand or a foot touches ground? I don't have a problem visualizing a situation where there is an obviously sliding player who is not yet down, and then we can have a live-ball targeting foul which would offset a team A live-ball foul.
