A 4/10 from A-5.  Score A22-B19.  20 seconds left in the 4th quarter.  A7 takes the snap and retreats into the end zone.  As B77 is about to sack A7 in the end zone, A7 throws the ball to an area where there is no eligible receiver.  The pass is incomplete.  10 seconds remain on the clock and the clock is stopped for the incomplete pass.

The result of the play is a safety:

If B accepts the foul, then it's enforced from where the pass is thrown, in the end zone. If B declines the foul, the ball is spotted where the illegal pass is thrown from, in the end zone.

Free kick from the A 20; clock starts with the first LEGAL touch of the free kick.

If "A7 throws the ball to an area where there is no eligible receiver" is ruled to be an Illegal Forward Pass, there is only one option ... Safety whether the IFP is accepted or not. An IFP is a "Running Play" and the end of the run is in the end zone = Safety. The enforcement spot for IFP is the end of the run = Safety.

A will next put the ball in play with a Free Kick per the Safety

Under the new Rule, wouldn't B have the option of having the clock starting on the ready rather than first legal touching of the free kick

3-4-7 (NEW): Added a new option to the offended team to start the clock on the snap for an accepted penalty inside the last two minutes of either half.
Rationale: The committee added an option for the offended team on an accepted penalty inside the last two minutes of either half. The referee continues to have the authority to start or stop the clock if a team attempts to conserve or consume time illegally.


So since there is no snap I don't think they have an option.

No!
There is no Snap involved with a FREE KICK so the new rule is not applicable in this situation.
Restated, There is NEVER a situation in NFHS where the clock starts on the Ready for Play for a FREE KICK
Exception: States with running clock rules may trump this new rule.
SEE everything that you CALL, but; Don't CALL everything you SEE!
Never let the Rules Book get in the way of a great ball game!

The new rule does not allow the offended team the option to start the clock on the ready,  just on the snap.

The new rule allows the offended team to request that the clock starts on the snap IF it would start on the ready. If the clock is scheduled to start on the snap there is no option.
