These are legal in Michigan. If it pops off during a play it is considered the same as a player’s helmet coming off.

There was an article in 2012 from NFHS about guardian caps and restated in 2018.
In Mass it is suggested that schools check with the football helmet manufacturer to see if they have any concerns with this product being added to their helmets
