is this always true?

is this statement always true?.........unless there is a deadball foul after the ready for play whistle, 'A' can never start a new series facing  first and more than 10 yards to gain.

There's that ugly word again (always)....

How about in OT - where the line to gain is ALWAYS the goal line?  Could have more than 10 yds to go with a carry over foul from regulation.  The offending team could be first on offense (A) and have a penalty assessed in OT prior their new series.

Otherwise, "Tampa" is right (5-3-1)

Depends on your state.  Since we start on the 15, it's still 1st and 10, even with a carry over foul.

On the FED test the answer was true.
I believe the Fed test references the 10 yard overtime procedure which would make the answer to the question true.

If the test references the 10 yard-line OT procedure, wouldn't that make the answer False?  It would be 1st and goal from wherever.....

Exactly my point.  A NEW SERIES Could be 1st and "more than 10" in OT.  See my post of 10/8!
