Penalty going into overtime

Ok guys... Here is a play a guy in our chapter send out to discuss. I disagree on the ruling with another official in our area... What say you all?

 Overtime starts with the score tied 20-20. On the last play of regulation B-1 is flagged for roughing the kicker on a successful field goal. A wins the toss to start the overtime period and chooses to be on defense first. B chooses to play at the scoreboard end of the field. Down, Distance, Possession and Clock Status?

I guess it depends on your state and what overtime rules you play by.  In SC we play by the suggested NFHS guidelines, so there is never a time when the goal line is not the line to gain in overtime. 

In this play it would be 1st & Goal for B at the A-25, no game clock, 25-second play clock.

In Ohio we start 1/10 @ the 20YL. So in this case B would start their OT period 1/10 @ the 35YL.

Exactly with what interpretation do you disagree?

8-4-3b and CB 8.2.2b are pretty clear.  Enforce the penalty from the succeeding spot if the points are accepted.  Under "normal" FED rules, 1st and goal for Team B from the 25 in OT.

This is a perfect example of a NEW SERIES STARTING WITH SOMETHING OTHER THAN 10 yards TO GO.....

Were you thinking this was part of another thread, one about a question on the NFHS exam concerning new series?

Thank you all. It would appear I was correct. We use the suggested rules from the NFHS book. The other official was telling me it only carried over it occurred on a try and NOT a FG. I was certain I was correct...1st and goal at the 25

Sounds like he may have been confusing the rule regarding a foul on a TD.  In that case, the penalty would have to be assessed on the PAT as there is no subsequent KO.  It could not caryover to the OT.
