Double foul enforcement after a punt

This situation came up recently and I can't find anything in the case book or searching the boards about this -- probably because I missed it, so even pointing me somewhere would be helpful.

Fourth and 10, K is punting. After the catch, during the return, there are live ball fouls by both K and R. What's the enforcement?

I'm thinking R still needs to decline K's foul, and R's foul is enforced all-but-one (basic spot is end of the run).

If R does not decline K's foul, do we replay 4th down?

Wow this is starting to feel like Yogi Berras déjà vu all over again. We also discussed this at our meeting this week   R got the ball with clean hands so they can decline Ks foul to keep the ball. If they accept we will replay 4 th down. Also keep in mind that if Rs foul occurs before they possess the ball but qualifies as PSK we treat this as a de facto clean hands situation.
