Delay of Game ?

TXMike:
4th and 10 from the B-35.  Clock is running.  Team A coach has his team over near the sideline and is talking to them, obviously intending to let the play clock expire so they will be backed up 5 yards and then he will punt.  After the play clock expires and penalty is assessed, start the clock on the ready or the snap?

As team A is not in the scrimmage kick formation, the referee may start the clock at the snap or at the ready. I would normally go with the snap.

NVFOA_Ump:
This is a judgment call ruling for the R.  If there is any chance that taking the intentional penalty would result in a time advantage for Team A in the given situation, the clock should go on the snap.

DD:
Since A is trying to get field position, Team B has the option and may decline the penalty.
