Illegal Forward Pass

Dr.G:
The QB  rolls out under pressure and begins to run. During his run he crosses the LOS by 2 yards then reverses field back to behind the LOS where he throws a pass from 2 yards behind the LOS. I know a foul occurs when the pass is thrown. The rule book states that the enforcement spot is the spot of the foul. The penalty is 5 yards and loss of down. Are there any interpretations that would make this enforcement spot the previous spot if the foul occurs behind the LOS?

If the foul occurs in their own end zone and the pass is incomplete, team B can decline the penalty and the next snap will be from the previous spot.  There isn't any way to enforce the penalty from the previous spot unless that spot is also the spot of the foul.

Only fouls against an opponent by the offense behind the previous spot are penalized from the previous spot. Illegal forward pass isn't one of these.

So in this case the enforcemnet is from where the qb released the pass behind the los. ??

Here's the rule:

7.3.2.e. If thrown from in or behind the neutral zone after a ball carrier in possession of the ball has gone beyond the neutral zone [S35 and S9].
PENALTY—Five yards from the spot of the foul; also loss of down if by Team A before team possession changes during a scrimmage down (A.R. 3-4-3-IV and A.R. 7-3-2-II) [S35 and S9].

I don't believe that there are any AR's or exceptions that change this from being a spot foul.
