Team B Personal Foul penalty - pass play vs run play

Anybody an idea why the penalty for a PF on a run play would be enforced on the end of the related run (so possibly not even beyond the NZ), while the same situation an a pass play would have the penalty enforced on the end of the last run.

So let's say Team A 1/10 A-20.
Play one: A13 runs to A-25, fumbles, and A34 runs to B-45. During A13's run, B50 graps and twists A75's facemask. Next play would be: A: 1/10 B-30.
Play two: A5 passes to A13, who completes the pass on A-25, A13 fumbles, and A34 runs to B-45. While the pass was in the air, B50 graps and twists A75's facemask. Next play would be: A: 1/10 A-35.

...?

I think your rulings should be:

Play One: A 1/10 B-45  (penalty declined, would have been enforced from the A-25)
Play Two: A 1/10 B-30  (tack on 15 yards to the end of the last run)

The reason that the PF enforcement was changed from previous spot if during a pass play to end of the last run a few years ago was in case you had a targeting foul and the player caught the pass.  If we we enforced TGT in these cases under the old rule, it would likely be either not much of a penalty or none at all if the foul occurred more than 15 yds beyond the NZ.

Why they lumped in all PF's is the real question.

Typically you'd get hands to the face fouls unpenalized because the offense gained more than 15 yards.

Ok, the example wasn't perfect clearly. But I was talking about the general philosophy. Why the difference?

If you want to tack it on, why only with fouls during a pass play? Or why not only the run after the catch instead of the latest run?
