Title: Clock Play -- Tweaking the Scenario

A 3/10 @ A-10.  Score A21-B20.  25 seconds left in the fourth quarter.  A23 runs to the A-15 and is tackled in bounds.  During the run A77 held at the A-8. 

If B declines the penalty (setting up A 4/5 at A-15), can B still elect to start the clock on the snap?

The rule is clear on this.  To have the option to start the snap the penalty must be accepted.

I agree that the rule is clear on this.  However, remember that another rule was once pretty clear that the hash marks bisect the yard lines.

Agreed, clearly worded rule that only offers the decision on an accepted penalty. It kind of makes sense too. If you decline the penalty you accept the results of the play, including the status of the clock.
