8-2-2?

If team B commits a substitution infraction at the snap on a play where team A runs for a touchdown, can the foul be enforced on the try or kickoff, or does A have to decline to keep the touchdown?

Yes, this may bridge to the try or kickoff if it was a live ball foul.

I couldn't find anything supporting that you can't. Ironically, when the rule was written back in 2002 and expanded in 2007, the motivating charge was to prevent a big ole' Bubba on B throwing a cheap shot knowing that the penalty wouldn't be accepted as A ran for a TD. The discussion evolved to if this should include COP TDs and fouls that occurred at the snap. The general feeling back then was that it shouldn't, as if an opponent knew what the results of the ensuing play was going to be he should be in the circus telling fortunes and not on the football field. Some might consider 10-2-2 ,reading : "...DURING a down which a touchdown is scored..." that to mean during the action of the down, not action at the snap. Some might not.

IMHO, the wording would need to be clarified for actions at the snap not to qualify for bridge.
IMHO, why overcomplicate this?

Live ball fouls under articles 4 & 5 you would carry over.  Article 6 where a replaced player or sub enters the field but doesn't participate you would not as that is a non-player foul.

Under the old rules, that would have been enforced on the try.  Under the new rule, it can either be on the try or the kickoff.

Like any enforcment it depends on when the foul actually occurred!
