Foul on A Enforcement

Guys... I think I had a bone head moment... Help with out with a rules reference and maybe a case book play. Thanks

1st and 10 at B's 40. A1 Runs the ball to the B-20 where he goes out of bounds. During the play, A8 holds at the B-29.

All-but-one

10 yards from the spot of the foul... so the B-39 is where the ball will be after the enforcement. Question is does A get a new series of downs because they gained the first with 'clean hands'. So should it be 1st and 10 from the B-39 or 1st and 9 from the B-39 (replay the down)

"Clean hands" refers to COP situations.

If A had committed a dead ball foul, they would get the benefit of the 20 yds gained; then the penalty would be enforced from that point (the succeeding spot); and the result would be a 1st down for A after enforcement.

But in your play they get the benefit of only an 11 yd gain; so your "all but one" enforcement spot would correctly be B's 29.  Back 10. Replay the down.

Sorry, you asked for Rules/Case Book references.  Basically, refer to 10 RB: 10-4 (basic spot enforcement) and to CB Play 10.2.2 (sit B).

Since it's a live ball (and not a nonplayer or USC), enforce the penalty, and then determine the next down.  Replay 1st down after enforcement of the penalty.

The other applicable rule references are 5-1-2a and 5-2-2.

I have previously assigned my Linesman to do a pre-game on Rule 5.  Nice short rule that is a must know for the Linesman.
