Does this mean it's now illegal to spike it if you're out of timeouts?

Negative...it means acts that would incur a 10 second runoff last year, that only went into effect in the last minute of the half, now apply to the entire period of time after the 2 minute warning.

EX:

Clock running and FST by A w/1:01 left in the 2nd Q.

Last year...no 10 second runoff.

This year... 10 second runoff provisions apply
