I was able to generate 109, believe it not. I have no clue why this got into my head, but I had an hour and a half drive home from a game on the weekend, and my mind got to thinking ...
If you're getting 109, you've given a touchdown. The ball can't start any deeper than the 1-yard line.
If you've got 109, then you have this: A ball on the A1. A's QB throws to the A receiver who is going down the sidelines in front of the B bench. With nobody else to beat, a B substitute comes off the bench and trips the player. - Automatic touchdown, and the B substitute is disqualified.
The most I can do otherwise is 107 ... Start with A ball on the A1.
Illegal Interference by an unauthorized person - 1/2 the distance (54.5 yds) This puts the ball on the B54.5. I believe it also grants a minimum of 3 plays to Team A, but I'd have to double-check.
Rough Play Disqualification - 25 yards - B29.5
UR - 15 yards - B14.5
Illegal Equipment - 5 yards - B9.5
No Mouthguard (2nd offence) - 5 yards, reduced to half the distance - B4.75
Objectionable Conduct - 10 yards, reduced to half the distance - B2.375
A 1D&Goal on the B2.375 (so, just over a foot outside the 2-yard line).
